Los Angeles spends one billion dollars a year to import water, while everyday 100 million gallons of water flows down a concrete channel, otherwise known as the Los Angeles River. Implementation of best management practices at the watershed scale are suggested to solve this dilemma. The master plan guides an intelligent use of the river as a resource, by examining the entire watershed. The river channel infrastructure is used as an existing resource with slight modifications. Incisions are made in the channel walls, trapping sediment and debris, setting a base for incidental vegetation. Abandoned rail yards adjacent to the river channel are transformed into wetland parks, allowing the channel to function as a river system. The sites are set with an initial planting, but vegetation is encouraged to evolve rather than exist statically. The goal of the master plan is to achieve maximum function with minimal intervention.
